For the successful implementation of the AI Regulation in Germany we are examining four key areas of action:

  1. Designating and establishing market surveillance authorities as central AI supervisory bodies.
  2. Strengthening the role of notified bodies in the conformity assessment of high-risk AI systems.
  3. Designing and implementing real-world laboratories for regulatory learning and the promotion of AI innovations.
  4. Harmonise, standardise and develop fundamental rights impact assessments in a participatory manner.

About the study

Much has already been written about the transformative power of artificial intelligence (AI), which is the starting point for far-reaching changes in the economy and society. In the midst of this transformation, the European Union has taken a significant step with its Artificial Intelligence Regulation to steer the use of AI in a trustworthy direction. However, the real challenge and opportunity lies in the national implementation of this framework, particularly in the Member States. Our latest study offers a clear roadmap for the successful national implementation of the EU AI Act in Germany. Based on four key areas of action – from market surveillance and conformity assessment bodies to real-world laboratories and fundamental rights impact assessments – the analysis shows how Germany can act as a pioneer in the field of trustworthy artificial intelligence. The study is aimed at policymakers and experts and provides concrete recommendations for regulation that combines innovation and the protection of fundamental rights.
